Why? Because everytime they have an idea, it churns out more issues and questions that throw more obstructions into the works than it actually solves any problems. Really.
Here’s one of their recent “cadangan” which they are pitching to the private sector employers. Sent chills up my spine as I read it (I won’t translate it. Its more fun to read their aspirations in the original language it was written in) -
Objektif
- Memastikan bayaran PCB adalah sama atau hampir dengan cukai sebenar (ke arah final tax) (No, I didn’t translate that last part. Honest.)
- Mengurangkan beban pekerja membayar cukai sekaligus apabila cukai sebenar dikira (for those unawares, we have a Pay-As-You-Earn kinda thing that deducts tax as you earn your salary every month… that’s what they mean by “PCB”. In April, we all pay up whatever little there is left to pay. Are they actually concerned that we have to write that annual cheque to them? Hmmmm… pondering.)
- Mengurangkan bilangan kes bayaran balik (ahhh…. that’s more like it. Was beginning to think they really cared about reducing our final tax payables.)
- Memastikan PCB saraan tambahan tidak melebihi 27% (kadar maksimum individu) (About time! Bloody bonus gets cut in half everytime.)
Cadangan Pelaksanaan PCB 2009
- Pekerja boleh menuntut potongan dan rebat pada setiap bulan atau mana-mana bulan yang dikehendaki (oh boy.)
- Perubahan formula pengiraan PCB (okay, this part, I don’t really know how to reproduce because the freaking formula looks like calculus gone mad. But just remember, the target audience and intended formula change-implement-and-use people are HR people. Not mathematicians.)
- Penurunan amaun minimum PCB dari RM20 kepada RM10 dan saraan minimum dari RM2,551 ke RM2,401 (What? Wha? Hey! Did they just reverse what the freakin’ Budget proposed?)
- Memberi pilihan kepada majikan dan pekerja untuk memasukkan amaun manfaat berupa barangan (MBB) dan nilai tertentu kediaman (NTK) sebagai sebahagian daripada saraan (your guess is as good as mine.)
- Perubahan formula saraan tambahan (another mad formula.)
That’s the gist. The full package is much scarier.
To the HR departments of companies with 10,000 5,000 1,000 500 100 or more employees, I wish you all the best and may your payroll personnel not buckle under the load of system changes and controls process reengineering required to effect those “cadangans”. Be brave. Remember that you’re in our hearts and minds. Especially around the end of each month.

TD: I wonder if this is a cause for an “aduan” for Pemudah to sort out? The idea is to make things simpler for all. Can’t seem to get that through some five inch skulls.

For idiots like me, taxation itself is taxing to decipher, let alone having to read the clauses in bahasa malaysia…and I’m a malay mind you…
